Appropriates $35,000,000 in recurring General Fund dollars to the Housing Finance Agency for the Workforce Housing Loan Program for fiscal year 2018-2019.

Decreases a prior appropriation to the Workforce Housing Loan Program by $20,000,000 in nonrecurring funds for fiscal year 2018-2019, resulting in a net increase of $15,000,000.

Appropriates $7,700,000 in additional recurring General Fund dollars to the North Carolina Housing Trust Fund for fiscal year 2018-2019.

Directs the Legislative Research Commission to study affordable housing issues including the impact of zoning regulations, current assistance programs, best practices from other jurisdictions, and to make legislative recommendations.

Requires the Legislative Research Commission to report findings to the General Assembly by January 15, 2019 or upon convening of the 2019 Regular Session, whichever occurs first.
