Reactivates the "Alpha Phi Alpha Fraternity" special registration plate in North Carolina that was previously allowed to expire.

Sets the additional fee for the special plate at $30.00, with $10.00 directed to the Special Registration Plate Account and $20.00 to the Collegiate and Cultural Attraction Plate Account.

Removes the requirement that the Division of Motor Vehicles receive 300 or more applications before developing the plate.

Changes the recipient of scholarship funds from the Association of North Carolina Alphamen (ANCA) Educational Foundation to the Education Consortium of North Carolina, Inc., for scholarships benefiting African-American male students at accredited North Carolina colleges and universities.

Becomes effective July 1, 2018.
