Prohibits use of restraints on pregnant prisoners and detainees during pregnancy, labor, transport, delivery, postpartum recovery, and the eight-week postpartum period unless an individualized determination finds an extraordinary circumstance exists.

Requires immediate removal of all restraints if a physician, obstetrical provider, nurse, or health professional requests it, and completely prohibits leg or waist restraints during labor or delivery under any circumstances.

Mandates corrections officials make written findings within 10 days documenting the extraordinary circumstance justifying any restraint use, with records kept on file for at least five years and available for public inspection.

Requires all correctional facilities to develop rules implementing these provisions within 30 days of enactment and inform prisoners and detainees of the rules within 60 days.

Appropriates $250,000 in recurring funds to the Department of Public Safety for fiscal year 2018-2019 for policy implementation, education, and training on the new procedures.
