Designates November as Marrow Donation Awareness Month in North Carolina.

Appropriates $26,000 to the Division of Public Health for the 2018-2019 fiscal year to provide free online educational materials about bone marrow donation and to raise public awareness about registering with the National Marrow Donor Program's "Be the Match Registry."

Appropriates $250,000 to the Division of Public Health for the 2018-2019 fiscal year to implement a pilot program at two drivers license offices (one in Edgecombe County and one in Wake County) to encourage bone marrow donor registration.

Each pilot program site receives $125,000 to purchase educational monitors, written materials, and cover operational costs.

Requires the Department of Health and Human Services to report on pilot program status by February 1, 2019, and submit a final report by May 1, 2021.
