Requires the Legislative Services Commission and Legislative Ethics Committee to develop and adopt "zero tolerance" policies on sexual harassment, abuse, misconduct, gender bias, and workplace discrimination by December 31, 2018.

Mandates ethics training for all legislators, officers, and legislative employees focused on identifying and preventing workplace harassment and discrimination.

Establishes clear sanctions for violations applicable to all legislators, officers, and legislative employees.

Creates a confidential complaint filing process with a designated human resources employee authorized to investigate complaints and recommend sanctions.

Appropriates $250,000 for fiscal year 2018-2019, with $50,000 for training materials and $200,000 for independent third-party contractor services to provide confidential advice and investigative support.
