Increases the legal amount of marijuana that may be possessed for personal use from one-half ounce to four ounces (avoirdupois), with possession of four ounces or less no longer classified as a controlled substance violation.

Raises the threshold for Class 1 misdemeanor marijuana possession from one and one-half ounces to 16 ounces (avoirdupois).

Creates a new mechanism allowing individuals convicted of possessing four ounces or less of marijuana to petition for expunction of the offense from their criminal record.

Requires courts to grant expunction petitions after notice to the district attorney and a hearing confirming the possession amount was four ounces or less.

Imposes a $100 filing fee for expunction petitions, except for indigent filers, with fees deposited in the General Fund.
