Appropriates $600,000 from the General Fund to the Community Colleges System Office for fiscal year 2018-2019, allocating $75,000 to each of eight community colleges in eastern North Carolina to establish or expand registered apprenticeship programs in solar installation, wind turbine service, home health aides, personal care aides, physical therapist assistants, and software developers.

Appropriates $200,000 to Elizabeth City State University to establish or expand apprenticeship, internship, and clinical programs in wind turbine service technicians, mathematics, and statistics for fiscal year 2018-2019.

Appropriates $200,000 to East Carolina University to establish or expand apprenticeship, internship, and clinical programs in physician assistants, nurse practitioners, and physical therapist assistants for fiscal year 2018-2019.

Total appropriation of $1,000,000 directed toward career training programs leading to industry certification and licensure in high-growth occupational areas.

Effective July 1, 2018.
