State Board of Education must study school-based nursing services and submit a report by January 15, 2020 recommending a staffing standard for school nurses and an implementation plan to achieve it.

Report must include prevalence of unlicensed personnel providing student care, current National Association of School Nurses recommendations, funding distribution models, estimated costs, and timeline for implementation.

Department of Health and Human Services and Department of Public Instruction must jointly develop and submit a consolidation plan by May 1, 2020 to merge the School Nurse Funding Initiative and Child and Family Support Team Initiative funding into a single acuity-based program.

Department of Health and Human Services must examine Medicaid rates for school-based nursing services by December 1, 2018 and report on whether rate increases would encourage reimbursement claims and impact other Medicaid services.

Department of Health and Human Services must submit a State Plan amendment or waiver to Centers for Medicare and Medicaid Services by October 1, 2018 to establish Medicaid reimbursement for school-based nursing services documented on 504 Plans or Individual Health Plans.
