Divides District Court District 25 into two separate districts: District 25A (Burke and Caldwell counties with 2 judges) and District 25B (Catawba County with 8 judges).

Reduces total judgeships in the combined district from 9 to 10 judges, with an additional judge position in District 25A effective January 1, 2021, to be elected in 2020.

Requires the first three District 25B judgeships vacated by Catawba County residents to be filled only by District 25A candidates at the next general election for each vacancy, with elections adjusted accordingly.

Divides prosecutorial District 36 into two districts: District 36A (Burke and Caldwell with 10 assistant district attorneys) and District 36B (Catawba with 9 assistant district attorneys), effective January 1, 2023, with elections in 2022.

Requires the Revisor of Statutes to update statutory language by January 15, 2030 if transition provisions have not already been implemented.
