Exempts municipalities with population over 250,000 from North Carolina State Building Code provisions to allow parking garages to extend across lot lines between city-owned and privately-owned lots without meeting certain requirements, effective through June 30, 2020.

Prohibits the Department of Environmental Quality and local governments from requiring stormwater retention or detention ponds at public airports supporting commercial or general aviation services and within five statute miles of airport operations areas.

Allows replacement of existing stormwater ponds at airports with alternative measures from the Division of Water Resources' Best Management Practice Manual if they provide equal or better stormwater control.

Reduces Lincolnton-Lincoln County Airport Authority composition from seven to five members: four appointed by Lincoln County Board of Commissioners and one by Lincolnton City Council, with term limits of two consecutive terms and chairman designated annually by the county.

Names the airport the "Lincolnton-Lincoln County Airport" and the airfield the "David E. Lowe Airfield."
