Establishes an Independent Redistricting Commission to develop redistricting plans for state senate, house, and congressional districts beginning with the 2020 census, with plans subject to voter approval in November 2018.

Implements nonpartisan primary elections for Supreme Court justices and Court of Appeals judges beginning in 2020, replacing partisan election methods.

Extends the "revolving door" restriction period for former legislators and public servants becoming lobbyists from six months to two years.

Creates online voter registration and automatic voter registration at drivers license offices, community colleges, universities, and public assistance agencies beginning in 2019-2020.

Establishes the Fair Elections Program providing public campaign financing grants to participating candidates for state executive and legislative offices who meet qualifying contribution thresholds.

Requires 48-hour advance notice of all legislative committee meetings and directs the Legislative Services Officer to develop a plan for live video and audio streaming of all legislative meetings.
