Establishes that a person who continues vaginal intercourse or sexual acts after consent is withdrawn is deemed to have committed the act by force and against the will of the other person, effective December 1, 2018.

Requires that withdrawal of consent must be clearly communicated in a way that a person knows or should reasonably know consent has been withdrawn.

Increases recurring General Fund appropriations to the Sexual Assault and Rape Crisis Center Fund from its current level to $3,000,000 annually, beginning in fiscal year 2018-2019.

Applies the consent withdrawal provision to offenses committed on or after December 1, 2018.
