Windsor Township Development Commission is authorized to acquire and hold real and personal property to construct and maintain affordable rental housing units for teachers and employees in Bertie County Schools, Bertie County government, Town of Windsor, and State employees residing in Bertie County.

Windsor Township Development Commission may borrow money and incur debt on reasonable terms to finance the construction and maintenance of affordable rental housing units.

Windsor Township Development Commission may enter into leases, management agreements, or similar arrangements with Bertie County to allow the County to manage, lease, and maintain the rental housing units.

Bertie County shall prioritize rental of units to Bertie County Public Schools teachers and employees first, and may rent to other county employees, Town of Windsor employees, or State employees only if units cannot be filled by teachers and school employees.

Windsor Township Development Commission may accept grants or donations of money for these public purposes, and all housing units remain subject to applicable building codes, zoning ordinances, and health and safety regulations.
