• Modifies the school calendar opening date requirements in G.S. 115C-84.2(d) to allow earlier starts for counties experiencing frequent weather-related closures.

• Reduces the threshold for "good cause" waiver from eight days of closures to seven days per year during any four of the last 10 years.

• Establishes tiered opening date options: counties with 8-12 closure days per year may start no earlier than Monday closest to August 12; counties with 13 or more closure days per year may start no earlier than Monday closest to August 5.

• Applies exclusively to Stokes, Surry, and Wilkes school administrative units.

• Effective beginning with the 2018-2019 school year.
