Senate Bill 812 - Universal Voter Registration

• Implements automatic voter registration at North Carolina Division of Motor Vehicles offices beginning January 1, 2019, with eligible applicants automatically registered unless they decline.

• Requires public agencies administering public assistance, disability services, and employment security programs to provide automatic voter registration starting January 1, 2020.

• Establishes automatic voter registration at community colleges and University of North Carolina institutions beginning January 1, 2020, with students automatically registered unless they decline.

• Requires the Bipartisan State Board of Elections and Ethics Enforcement to conduct an education and outreach campaign informing citizens about automatic voter registration procedures.

• Mandates electronic transmission of voter registration applications to appropriate county boards of elections within five business days and protects the confidentiality of applicants who decline registration.
