Requires DPS Health Services to revise policies so prescription supplies valued at $1,000 or more receive Direct Observation Therapy designation and report changes by October 1, 2019.

Mandates collection of data on medications lost during inmate transfers, development of internal controls, investigation of losses exceeding $200, and establishment of disciplinary actions for responsible staff.

Requires DPS to award a statewide pharmacy contract by October 31, 2019 for local purchases of limited medication quantities and establish oversight mechanisms to monitor prescription quantities and costs.

Requires quarterly reports beginning October 1, 2019 on 340B program implementation progress and annual reports on savings achieved starting July 1, 2020.
