Designates May of each year as Lupus Awareness Month in North Carolina.

Establishes a 15-member Lupus Advisory Council within the Department of Health and Human Services to make recommendations to the Governor and Secretary on improving health status of lupus patients.

Council membership includes scientists with lupus research experience, medical clinicians, nonprofit organization representatives, individuals diagnosed with lupus, and government representatives appointed by the Governor, Speaker of the House, President Pro Tempore of the Senate, and the Secretary.

Council duties include identifying limitations in existing laws and services, examining financing and access to health services, reviewing disease prevention strategies, and advising on referred matters related to lupus.

Members receive per diem and travel expenses, with clerical support provided by the Department.
