Increases the maximum processing fee for returned checks from $25.00 to $35.00.

Applies to checks refused for payment due to insufficient funds or non-existent account at the payor bank.

Allows persons who accept checks for goods or services, or their assignees, to charge and collect this fee.

Requires collection agencies to separately state the processing fee on collection notices and prohibits collection of any amounts beyond the check amount and specified fee.

Effective October 1, 2019.
