Establishes a Joint Legislative Task Force on Education Finance Reform consisting of 9 members from the Senate and 9 members from the House, with cochairs appointed by the President Pro Tempore and Speaker by September 1, 2017.

Directs the Task Force to study weighted student formula funding models in consultation with the State Board of Education and Department of Public Instruction, and develop a new funding model for elementary and secondary public schools.

Requires the Task Force to review current public school allotment systems, determine base per-student funding amounts, identify student characteristics eligible for weighted funding, and decide which funding elements would remain outside the weighted formula.

Task Force shall begin meetings no later than October 1, 2017 and submit a final report with proposed legislation to the Joint Legislative Education Oversight Committee by July 1, 2018.

Terminates July 1, 2018 or upon filing its final report, whichever comes first; members receive per diem and travel allowances with expenses covered as joint General Assembly operating costs.
