Requires state agencies to obtain written approval from the State Purchasing Officer (for contracts costing $5 million or less) or both the State Purchasing Officer and Office of State Budget and Management (for contracts exceeding $5 million) before selecting a service provider.

Mandates consultation with the Joint Legislative Commission on Governmental Operations for service contract selections, with the consultation requirement deemed satisfied if the Commission does not meet within 15 days of receiving notification.

Requires the Office of State Budget and Management to develop a plan by December 1, 2017 examining whether state agency services could be provided more effectively and cost-efficiently by private providers, with analysis of costs and benefits.

Establishes a contract management system to be operated by the State Purchasing Officer for tracking, managing, and reporting on all state service contracts, with annual reports to legislative oversight bodies due by December 1 each year.
