Establishes a maintenance bond requirement for subdivision roads intended to be dedicated as public roads under G.S. 136-102.6.

Allows counties and municipalities to require maintenance guarantees to prevent degradation of transportation improvements until roads are added to the State highway system for maintenance.

Maintenance guarantees must be provided within 20 business days after the engineer of record certifies completion of the transportation improvements.

Maintenance guarantee amount capped at 15% of the reasonably estimated total construction cost of the transportation improvements.

Maintenance guarantees are released when the roads are added to the State highway system or when the subdivision plat is rerecorded designating the roads as private.
