Converts county board of education elections from nonpartisan to partisan basis, effective for elections held on or after January 1, 2018.

Converts all municipal elections from nonpartisan to partisan basis, requiring candidates to run through political party primaries rather than nonpartisan elections.

Repeals provisions allowing nonpartisan primary and election methods for municipalities, consolidating all municipal elections under partisan primary and election procedures.

Repeals Article 25 of Chapter 163 (nonpartisan election procedures) and makes conforming changes to vacancy-filling procedures for elected boards to reflect partisan election requirements.
