Requires the North Carolina Global TransPark Authority to establish, implement, and update a strategic plan for the Global TransPark at least biennially.

Mandates the Authority submit quarterly reports (except for the final quarter of each fiscal year) and annual reports to the Joint Legislative Commission on Governmental Operations and the Program Evaluation Division.

Requires annual reports to include the Authority's progress toward strategic plan goals and performance measures on private sector jobs, including job creation/retention, wage levels, full-time equivalent employment, and median/average salaries.

Directs the Authority to post the strategic plan and quarterly and annual reports on its public website.

Effective date is July 1, 2017.
