Removes numerical order references from ballot designations for constitutional amendments and referenda, requiring instead only the phrase "Constitutional Amendment" prior to the referendum question.

Eliminates short captions previously required by the Constitutional Amendments Publication Commission, nullifying any captions adopted before the bill's enactment.

Maintains chronological ordering of referendum questions by approval date but prohibits any numerical or categorical ordering designations from appearing on ballots.

Applies to the 2018 general election and all subsequent elections.

Became law on August 4, 2018, after being passed over the Governor's veto.
