Increases notice period for elections from 20 days to 30 days prior to registration books closing, requiring county boards of elections to advertise in newspapers weekly during the 30-day period and post at courthouse doors.

Raises threshold for convening extra legislative sessions from three-fifths to three-fourths of all members in both the Senate and House of Representatives.

Requires a minimum 10-day advance notice before convening an extra session (except in emergencies threatening public health, safety, or economic well-being), with notice published within one day of the joint proclamation by legislative leadership.

Submits the extra session requirements amendment to voters in the November 2018 general election for ratification.

Makes the election notice changes effective immediately upon enactment and applies the constitutional amendment to extra sessions convened after voter certification.
