Adopts the permanent rules of the Senate from the 2017 Regular Session with amendments for the 2018 First Extra Session of the General Assembly.

Limits introduction and consideration of resolutions to those establishing rules for the First Extra Session and adjourning sine die; restricts bills to those concerning election laws only.

Establishes two standing committees for the session: the Senate Select Committee on Elections and Rules and Operations of the Senate, comprised of members from 2017 Regular Session committees.

Streamlines bill procedures by allowing immediate consideration on second and third readings, automatic adoption of committee amendments or substitutes, and same-day House concurrence on amended bills.

Designates the Principal Clerk to receive vetoed bills and requires referral to committee or placement on calendar by the Committee on Rules and Operations chair or President Pro Tempore.
