Amends the North Carolina Constitution to establish an eight-member Bipartisan State Board of Ethics and Elections Enforcement located within the Executive Branch but exercising independent powers.

Board members serve four-year terms and must be qualified state voters, with no more than four members sharing the same political affiliation as defined by law.

Four board members appointed by the Governor on recommendation of the two Senate political party caucus leaders with the most members (maximum two from each leader), and four members appointed on recommendation of the two House political party caucus leaders with the most members (maximum two from each leader).

Governor must appoint recommended members within 10 days; the General Assembly shall enact laws governing appointment procedures if the Governor fails to do so.

Constitutional amendment submitted to voters at the November 2018 statewide general election; if approved by majority vote, the amendment becomes effective March 1, 2019.
