Repeals S.L. 2018-119, which contained a proposed constitutional amendment modifying the maximum tax rate on incomes.

Amends the North Carolina Constitution to add a new subsection establishing that the State sales and use tax rate cannot exceed 6 percent, excluding local sales and use taxes and other state taxes.

Submits the constitutional amendment to qualified voters at the November 2018 statewide general election.

Amendment becomes effective upon certification by the Bipartisan State Board of Elections and Ethics Enforcement and applies to sales occurring on or after that date.
