Establishes the Hurricane Florence Disaster Recovery Fund to be administered by the Office of State Budget and Management to provide relief and recovery assistance from Hurricane Florence.

Transfers $56,500,000 from the General Fund Savings Reserve to the Disaster Recovery Fund: $6,500,000 to the Department of Public Instruction for school lunch employee compensation during closures, and $50,000,000 for state matching funds for federal disaster assistance and other relief authorized under G.S. 166A-19.42(b).

Appropriates all federal disaster assistance funds received under the Stafford Act (P.L. 93-288) and other federal disaster programs for Hurricane Florence relief on or after September 13, 2018.

Extends voter registration deadline to October 15, 2018 for the November 2018 election in affected counties and allows county boards of elections to substitute one-stop voting sites and polling places damaged by the hurricane; appropriates $400,000 to the State Board of Elections for public education and outreach.

Waives Division of Motor Vehicles fees and homeowners recovery building permit fees through December 31, 2018 for residents of counties impacted by Hurricane Florence, with refunds available for fees already paid.
