Schools in counties declared major disaster areas by the President under the Stafford Act due to Hurricane Florence may make up missed instructional days, deem up to 20 days as completed, or use a combination of both approaches.

Schools in non-disaster counties may deem missed days beyond two as completed without making them up, if their scheduled calendar already meets 185 instructional days or 1,025 instructional hours.

All public school unit employees shall be compensated for instructional days deemed completed and not made up, with up to $6.5 million in federal Hurricane Florence relief funds allocated for employees in schools participating in National School Lunch or Breakfast Programs.

Educator preparation program (EPP) students in or placed at schools in disaster-designated counties may have their clinical internship requirement deemed completed if they completed as much time as practicable during fall 2018 semester and cannot graduate without this waiver.

The Department of Public Instruction and State Board of Education must report implementation details to legislative committees by March 15, 2019, and EPPs must report student clinical internship waivers by February 1, 2019.
