2018 Hurricane Florence Disaster Recovery Act (S.L. 2018-136)

• Appropriates $398,430,477 from the Hurricane Florence Disaster Recovery Fund for fiscal year 2018-2019, funded through transfers from state savings reserves ($700M), education lottery funds ($25M), and other state sources totaling $849.4M in available recovery funds.

• Allocates disaster recovery funds to state departments and institutions including $100M to Department of Public Safety, $70M to Department of Agriculture, $65M to Department of Transportation, $60M to Department of Public Instruction, and $33M to UNC Board of Governors for disaster relief activities.

• Establishes Hurricane Florence Emergency Grant Program for postsecondary students providing up to $1,250 per eligible student in counties affected by the hurricane, with $2M for UNC institutions, $5M for community colleges, and $1M for private institutions.

• Creates Office of Recovery and Resiliency in Department of Public Safety with up to 30 new positions to coordinate multi-year recovery efforts, administer Community Development Block Grant Disaster Recovery funds, and provide quarterly reports on spending and outcomes.

• Establishes Hurricane Florence Agricultural Disaster Fund providing financial assistance to farmers for crop losses using USDA data, and livestock/poultry losses at 12.5% of documented USDA indemnity payments, with claims deadline of December 10, 2018.
