Establishes a five-year Competency-Based Mathematics Education Pilot Program within the Department of Public Instruction for students in grades 9-12, allowing advancement based on mastery of concepts and skills rather than course credits.

Participating schools and students are exempt from standard course of study requirements in mathematics, but must still comply with State Board of Education testing requirements.

State Superintendent shall develop selection guidelines and distribute applications by October 31, 2019, with applications requiring details on participating schools, curriculum plans, student progression mechanisms, teacher professional development timelines, and parent communication strategies.

State Superintendent may approve up to five local school administrative units for participation, with approved units implementing their plans beginning with the 2020-2021 school year.

Appropriates $500,000 in nonrecurring general funds for the 2019-2020 fiscal year to administer and evaluate the pilot, with funds remaining available through the conclusion of the program.
