Allocates assistant district attorneys across 43 prosecutorial districts in North Carolina with phased increases effective July 1, 2019, July 1, 2020, and January 1, 2023 to support juvenile justice caseloads.

Adds 7 new district court judge positions effective January 1, 2021, with additional judges allocated to Wake, Mecklenburg, and other high-population districts through phased implementation.

Appropriates $373,191 (recurring) and $16,093 (nonrecurring) for 2019-2020 and $1,366,131 (recurring) and $69,503 (nonrecurring) for 2020-2021 to the Administrative Office of the Courts for 7 deputy clerk positions and 7 judge positions.

Appropriates $74.45 million total to the Department of Public Safety for 2019-2021 to fund 97 Juvenile Court Counselor positions, bed capacity increases, Level II community programs, transportation, training staff, and school counselor positions for juvenile justice implementation.

Appropriates $87,681 (2019-2020) and $109,131 (2020-2021) to the Office of Indigent Defense Services to create one position providing training and consulting services to assigned counsel attorneys in juvenile justice cases.
