Appropriates $25,000 from the General Fund to the Department of Public Instruction for each fiscal year of the 2019-2021 biennium to be provided to High Point LEAP, a nonprofit corporation.

Funds shall support expansion of extended learning literacy programs and wrap-around services outside school hours, including homework help, tutoring, and enrichment activities focused on academic achievement, character, and leadership skills.

High Point LEAP must report to the Joint Legislative Education Oversight Committee by April 15, 2020, and each April 15 thereafter when State funds are expended, including data on student outcomes and fund expenditures.

Act becomes effective July 1, 2019.
