Allows the State Board of Education to waive the standard August 26 opening date requirement and permit an earlier opening date of August 19 (Monday closest) upon a showing of good cause for schools in counties that have experienced 8+ days of closures per year during any 4 of the last 10 years due to severe weather, energy shortages, power failures, or other emergencies.

Permits local school boards to schedule school opening dates to coincide with community college opening dates serving the same city or county.

Applies exclusively to Elkin City Schools, Mount Airy City Schools, Rockingham County Schools, Stokes County Schools, and Surry County Schools.

Effective upon passage and begins with the 2019-2020 school year.
