Authorizes local governments to declare dwellings unfit for human habitation if they contain harmful fungal growth that may result in medical ailments from prolonged exposure.

Requires the Commission for Public Health to establish statewide parameters and guidelines for fungal growth exposure, considering fungal species, scientific research, testing accuracy and cost, implementation ability, remediation costs, and other states' guidelines.

Allows cities and counties to expend tax and nontax funds to conduct fungal growth testing pursuant to the established parameters and guidelines, and to enter into contracts with state or federal governments for grants and loans.

Establishes landlord obligations to repair or remedy fungal growth conditions within a reasonable period of time and tenant obligations to notify landlords of suspected fungal growth that may cause medical ailments.

Appropriates $90,000 in nonrecurring funds from the General Fund to the Commission for Public Health for the 2019-2020 fiscal year to provide grants to counties and cities for fungal growth testing.
