North Carolina shall participate in the 2020 Census Redistricting Data Program to receive Census data organized by voting districts based on 2010 Census block boundaries.

The Legislative Services Officer shall report North Carolina's voting precincts as of January 1, 2018 to the U.S. Bureau of the Census and participate in the Bureau's verification program to correct any errors.

The Legislative Services Officer must provide copies of the submission to the Executive Director and chairs of recognized political parties, and post the report on the General Assembly website.

County boards of elections must report any requested precinct boundary changes to the Executive Director and Legislative Services Officer by October 1, 2019, with the State Board of Elections developing criteria for proposed changes.

Precinct boundary changes must comply with uniform standards including coinciding with Census block boundaries, consisting of contiguous territory, allowing efficient election administration, and enabling reallocation of out-of-precinct ballots, effective January 1, 2020.
