Rewrites G.S. 120-2(a) to establish a new North Carolina House of Representatives apportionment plan dividing the state into 120 districts, each electing one Representative for the 2020 elections and thereafter.

Implements a detailed redistricting plan with specific county divisions, voting tabulation districts (VTDs), and census blocks to define district boundaries across all 100 counties.

Enacted to comply with a Wake County Superior Court order in case 18 CVS 014001 that held the previous House apportionment plan unconstitutional.

Plan is effective for 2020 elections unless North Carolina appellate courts reverse, stay, or enjoin the trial court's decision, in which case the prior apportionment becomes effective again.

Became effective upon enactment on September 17, 2019.
