Rewrites G.S. 163-201(a) to realign North Carolina's congressional districts from a previous map to 13 districts for the 2020 elections.

Provides detailed legal descriptions of all 13 congressional districts using voting tabulation districts (VTDs) and specific census blocks to define district boundaries across the state's counties.

Takes effect only if courts declare the previous congressional redistricting map (G.S. 163-201(a) as it existed before this act) unconstitutional.

Becomes effective upon enactment, with the redistricting plan operative for 2020 elections contingent on judicial invalidation of the prior map.
