House Bill 1030 Summary

• Realigns North Carolina's congressional districts from 12 to 13 districts for purposes of nominating and electing members of the U.S. House of Representatives in 2020.

• Provides detailed geographic boundaries for each of the 13 districts, including specific counties, voting tabulation districts (VTDs), and census blocks.

• Takes effect for the 2020 elections only if courts declare the previous congressional district plan (G.S. 163-201(a)) unconstitutional.

• Becomes effective immediately upon enactment as backup redistricting legislation.
