House Bill 1031 - Congressional Districts Realignment

• Rewrites G.S. 163-201(a) to divide North Carolina into 13 congressional districts for nominating and electing members to the U.S. House of Representatives in 2020

• Provides detailed geographic boundaries for each of the 13 districts, specifying counties, voting tabulation districts (VTDs), and individual census blocks included in each district

• Establishes the plan as effective for the 2020 elections only if courts hold unconstitutional the previous version of G.S. 163-201(a)

• Becomes effective upon enactment into law
