Appropriates $1,635,567,029 from the federal Coronavirus Relief Fund to North Carolina for COVID-19 response and relief efforts, with allocations across education, health care, public assistance, and state operations.

Directs $299,469,000 to public schools for nutrition services, internet connectivity, computers, digital curricula, cybersecurity, mental health support, and summer learning programs for students impacted by COVID-19.

Allocates $110,000,000 for COVID-19 research at universities including vaccine development, antibody treatments, and community testing initiatives at Duke, UNC, East Carolina, and Wake Forest.

Provides $250,000,000 to the Department of Health and Human Services for testing, contact tracing, behavioral health services, Medicaid expansion, rural hospitals, and personal protective equipment.

Distributes $350,000,000 to North Carolina counties ineligible for direct federal funding and $300,000,000 to the Department of Transportation pending federal guidance changes.
