Adds "yard waste" to the definition of litter in G.S. 14-399, defining yard waste as grass clippings, leaves, shrubbery trimmings, and other plant material from lawn maintenance and landscaping activities.

Exempts accidental blowing, scattering, or spilling of insignificant amounts of municipal solid waste, yard waste, or nontoxic biodegradable agricultural/garden products (mulch, tree bark, wood chips) during vehicle operation if the vehicle is operated reasonably and per manufacturer specifications.

Exempts yard waste placed at curbside in accordance with local ordinances for collection by yard waste collection services from littering violations.

Maintains existing penalty structure for subsection (a1) violations: first offense of 15 pounds or less is an infraction with fine up to $100 and 4-12 hours community service; second or subsequent offense within three years is fine up to $200 and 8-24 hours community service.

Becomes effective December 1, 2019, and applies to offenses committed on or after that date.
