Repeals the prohibition on closing North Carolina's Medicaid coverage gap established in S.L. 2013-5.

Establishes Medicaid eligibility for individuals ages 19-64 with modified adjusted gross income at or below 133% of the federal poverty level who are not otherwise eligible for Medicaid or Medicare.

Provides benefits through an Alternative Benefit Plan established by the Department of Health and Human Services, with co-payments matching those for standard Medicaid beneficiaries.

Authorizes a hospital provider assessment to fund the state's 10% share of program costs and administrative expenses, with the federal government covering 90% through matching funds.

Appropriates $250,000 in nonrecurring funds for the 2019-2020 fiscal year to the Department of Health and Human Services for planning and implementation, with unexpended funds remaining available for the program.
