• Allows children of active duty military personnel to attend public schools in any local school administrative unit without tuition if a commanding officer certifies that military orders prevent the parent from physically residing with the student, effective 2020-2021 school year.

• Permits students residing with a parent, legal guardian, or legal custodian on active military duty assigned to a military installation in North Carolina to register and enroll in public schools as non-domiciliaries.

• Requires private church schools, qualified nonpublic schools, and home schools to annually report enrolled military-connected students (defined as those with family members serving in active or reserve components of Armed Forces) to the Division of Nonpublic Education, with identification protected as non-public record except for FERPA compliance and sharing with state school liaisons.

• Clarifies that dependent relatives of Armed Forces members who are reassigned outside North Carolina or receive Honorable Discharge can maintain in-state tuition rates at higher education institutions if they were enrolled in a North Carolina high school at time of application and remain continuously enrolled, effective fall 2020 semester.
