Prohibits county departments of social services from implementing child protective services intake screening criteria that is more stringent, more lenient, or in addition to state policy.

Requires the Division of Social Services to establish a rapid consultation telephone system by June 30, 2021, allowing county directors to access 24-hour consultation on screening decisions, with at least two Division staff reviewing each call.

Mandates periodic assessment of county workers' comprehension of state policy using hypothetical vignettes or other tools, with mandatory retraining every three years and a competency pass/fail test requirement for all supervisors before providing screening decisions.

Requires the Division to revise the child protective services structured intake form in consultation with the Children's Research Center, with recertification every five years and semi-annual reporting on revisions starting July 30, 2020.

Establishes statistically valid program monitoring for county intake screening procedures with measurable performance benchmarks, including annual county data reviews beginning by December 31, 2024, with 90% confidence level and 5% margin of error.
