Department of Environmental Quality must study and report by February 1, 2021 to the Joint Legislative Oversight Committee on narrow spans of control (supervisors overseeing 3 or fewer employees) within the Divisions of Mitigation Services and Marine Fisheries, Office of Environmental Education and Public Affairs, and Financial Services and Human Resources units.

Study must include detailed justification of positions in narrow spans, identification of spans that could be combined or collapsed, and evaluation of technical expertise compensation tracks as alternatives to supervisory promotions for employee retention.

Department must develop a formal business plan and return on investment analysis for the Permitting Transformation Project, including data-driven cost and benefit analyses, implementation timeline, and comparison to off-the-shelf vendor systems and approaches used in other states.

Department must create a performance management system for permit processing that establishes performance measures and benchmarks, and develops a plan for collecting and longitudinally assessing permit processing data over time.

Department shall consult with the Office of State Budget and Management and report findings by February 1, 2021.
