Increases the civil penalty for red-light camera violations from $75 to $100 for violations detected by traffic control photographic systems in Hope Mills, Spring Lake, and Fayetteville.

Allows vehicle owners to increase penalties up to $100 if they fail to pay or respond to citations within 30 days, with a total combined penalty cap of $100.

Permits municipalities to contract with vendors for leasing, lease-purchasing, or purchasing red-light camera systems for no more than 60 months, after which the system becomes municipal property or is returned to the contractor.

Authorizes the Cumberland County Board of Education to enter interlocal agreements with Hope Mills and Spring Lake to share costs and implement red-light camera provisions.

Becomes effective July 1, 2019, except the penalty increase provisions which become effective October 1, 2019 for violations committed on or after that date.
