Superintendent must include specific strategies to improve early childhood learning with measurable goals in preliminary improvement plans for low-performing school administrative units submitted to local boards within 30 days of identification.

Local boards must make preliminary plans publicly available to school personnel, parents, and guardians before voting on approval, and submit final plans to the State Board within 5 days of approval.

Both local school administrative units and the Department of Public Instruction must provide public access to final improvement plans on their websites.

Regional Support Teams must include examination of early childhood learning (preschool through third grade) in comprehensive needs assessments, including teacher training levels, student-teacher ratios, curriculum alignment, kindergarten transition supports, and kindergarten preparedness.

The act becomes effective immediately and applies to improvement plans and assessments for low-performing units identified based on 2020-2021 school year data.
