Requires the Governor to convene the General Assembly in extra session within 14 days of issuing a declaration of a statewide state of emergency affecting all counties, if the legislature has adjourned for more than 14 days and is not scheduled to reconvene in regular session within 14 days.

Allows the General Assembly to convene in extra session on its own initiative if the Governor fails to provide a convening date within 14 days of the emergency declaration, upon written requests signed by a majority of Senate members and a majority of House members.

Amends Article II, Section 11 and Article III, Section 5 of the North Carolina Constitution to establish these automatic convening procedures during statewide emergencies.

Requires voter approval through a statewide election on the same date as the November 2020 general election before the amendment becomes effective January 1, 2021.
